Strategies and programs
| Topic | Strategies and programs |
| Brief description | Governments have already recognized ICT's potential for reducing CO2 emissions substantially. EU institutions have also published a number of documents which call upon member states to take measures, including a Commission Recommendation. For its part, the OECD published an evaluation of the large number of measures and strategies developed in this area. |
| Challenges | The funds available to invest in green technology are highly limited. Especially due to restrictive lending practices, the private and public sector have encountered difficulties in financing. |
| Measures | - Better coordination among countries - Measurability of results |
