Under the provisions of Art. 28 PostG 1997, users and interest groups may submit disputes or complaints not resolved in a satisfactory manner with the provider of a postal service to the Postal Bureau. The Postal Bureau must seek to find a solution which is acceptable to the parties involved and to provide a recommendation as to how the matter should be resolved. This recommendation is not binding or contestable. The operators are obligated to take part in such proceedings and provide all information necessary in order to assess the situation.
