Reference offers
Under Art. 38 TKG 2003, the regulatory authority may require companies with significant market power to publish reference offers. In the reference offer, the company is required to indicate sufficiently detailed subservices, to break down the relevant services offered into components according to market needs and to state the associated terms and conditions, including prices.
The following market analysis decisions currently impose obligations to publish such reference offers:
- Market for origination from the fixed public telephone network: M 4/09-124 of July 26, 2010

- Market for physical network infrastructures: M 3/09-103 of September 6, 2010
- Market for wholesale broadband access: M 1/10-92 of November 15, 2010
- Market for terminating segments of leased lines up to and including 2,048 Mbit/s: M 7/09-111 of May 17, 2010
- Market for access of residential and of non-residential customers to the public telephone network at a fixed location: M 1/09-86, M 2/09-86 dated Sept. 20, 2010
- Mobile termination markets: M 1/08-284-287 of June 15, 2009
