RTR is wholly owned by the federal state. Shares in RTR are jointly administered by the Federal Chancellery and the Federal Ministry of Finance.
In carrying out its activities for KommAustria, RTR is bound only by orders and technical instructions as issued by the chairperson and other members of KommAustria. KommAustria’s chairperson is additionally responsible for supervising specialised, directly related aspects of RTR’s activities, specifically in relation to electronic audio media and electronic audiovisual media, and the administration of grants and subsidies set up under KommAustria. The Federal Chancellor is responsible for supervising RTR’s Media Division in relation to the duties for which it has been given an independent mandate.
In matters subject to this supervision, the chairperson of KommAustria and the Federal Chancellor are authorised to issue instructions to RTR.
In carrying out its activities for the Telekom-Control-Kommission (TKK) and the Post-Control-Kommission (PCK), RTR is bound only by orders and technical instructions as issued by the chairpersons of the TCK and the PCK or by the members designated in the rules of procedures for each of these bodies. However, insofar as RTR exercises its responsibilities as regulatory authority within the meaning of the EECC, the CEO of RTR is not bound by instructions.
In other specialised matters relating directly to the organisation of telecommunications and postal services, responsibility for the supervision of RTR’s activities lies with the Federal Minister for Finance. In fulfilment of this statutory mandate for supervision, the minister is authorised to issue instructions to RTR, which are to be in writing and publicly disclosed.
