The Austrian Regulatory Authority for Broadcasting and Telecommunications (RTR) was established under Art. 5 of the KommAustria Act (Federal Law Gazette I No. 2001/32) and has served as the legal successor to Telekom Control GmbH since April 1, 2001.
In the field of postal services, RTR provides operational support for the Post-Control Kommission (PCK) and carries out its own duties as a legal entity owned and controlled by the Austrian federal government.
As the Post-Control Kommission's operational support organization, RTR supports the PCK in the performance of its duties.
RTR also performs its own duties with regard to service notifications, conflict resolution and conciliation for retail customers.
In this context, RTR's duties with regard to postal services are defined in Art. 25a Par. 3 of the Postal Services Act (PostG) 1997, which stipulates that RTR must perform all duties conferred upon the organization by the Postal Services Act 1997, the Postal Market Act as well as any ordinances issued under the act, unless the Post-Control-Kommission is responsible for such duties under Art. 25a Par. 5 PostG 1997 in conjunction with Art. 58 Postal Market Act.
