KommAustria was established as per 01.04.2001. It consists of the head of the authority and the required number of staff members. At present, KommAustria has a staff of two, in addition to the head of the authority.

Pursuant to § 3 (3) KOG, KommAustria is an authority directly subordinate to the Federal Chancellor. With regard to its outward business practices, it is an independent authority and relies on RTR-GmbH, as supporting body, in the execution of its functions.

Contrary to the members of the TKK, who hold this office as a sideline, the head and the staff of KommAustria work full-time and are always bound by instructions of the Federal Chancellor. During the period under review, neither KommAustria nor the Telecommunications Department of RTR-GmbH were given instructions.
