With regard to personnel, TKC was faced with a central challenge from
the very beginning. In the business year 1998, the number of staff members
increased considerably, from 11 (including the Managing Director) to 41.
In mid-1999, due to the rapidly increasing workload, TKC was given permission
by the Supervisory Board to raise the maximum number of personnel until
the end of June 2000 to 60 employees. This decision was implemented in
the second half of 1999.
Per 31.12.1999 the Business Analysis Division had a staff of 8 and the
Economy Division a staff of 6; the Engineering and the Law Divisions had
9 and 15 employees, respectively.

Taking into account the complex data processing infrastructure, the
IT team was staffed with 6 employees, the Finance & Personnel Division
had a staff of 5, and 4 employees worked for the Managing Director. If
the 3 staff members from General Services are added, and counting the
Managing Director, this shows a total of 57 employees per 31.12.1999.
Fig. 41 gives a survey of the development of personnel since the establishment
of TKC. Additionally, Fig. 42 shows the number of proceedings pending
at a specific time.
