V.3 Telekom-Control in the World Wide Web

 

   

The following explanations are intended to help those interested in telecommunications and regulatory work find their way around the web site of Telekom-Control so that they are able to get access to all of the extensive information available.

Telekom-Control meets the intention of the interested public by publishing the results of regulatory work in the Internet as soon as they are made known, often on the same day.

Telekom-Control's web site (http://www.tkc.at) is the central publication medium of the Austrian regulatory authority and is continuously expanded to render a comprehensive documentation of the previous activities of TKC and TKK on the basis of all decisions.

The set-up of the Telekom-Control web site follows the principle of subject matter categories which are further subdivided into smaller modules:

  • Telecom Regulation in Austria
    This category comprises the modules "The Telekom-Control Commission", "Legal Information", "Regulatory Environment" and "Prerequisites for Service Providers". This category, which is rather static with regard to contents, provides the surfer with background information useful for understanding telecom regulation, regulatory work as such and the interaction of the individual institutions.
  • Current Regulatory Issues
    Apart from "Network Access" and "Electronic Signature" the "UMTS/IMT-2000 award" is currently in the focus of the activities of Telekom-Control. The contents of this category are more dynamic by far than in "Telecom Regulation in Austria". Therefore, users are well advised to look up this category frequently in order to keep up to date.
  • The Austrian Telecom Market
    This section provides information on the current structure of the Austrian telecommunications market with the modules "Licences", "Notified Services", "Companies with Significant Market Power" and "Rates". Current graphics serve to illustrate the Austrian telecommunications environment.
  • Numbering and Addressing
    The "Numbering and Addressing" category combines information and service, like many categories on the Telekom-Control web site. The module "Current Assignment of Number Blocks" gives an overview of the numbers allocated by TKC in the individual number ranges as well as of number assignment. In the "Forms" section, forms and information leaflets are provided. The "NSPC" module keeps users up to date on the allocation of National Signalling Point Codes (NSPC).
 
  • Consumer Service and Rates und
    A core competence of TKC is its function as arbitration body for disputes and complaints between telecommunications service providers on the one hand and end-users on the other. This category provides detailed information on general and specific complaint options with the modules "TKC as Arbitration Body", "Rates", "Tips & Tricks", "Consumer Services" and "Directory Services".
  • Publications
    This category provides publications for download to the interested public: the module "Publishing Obligations" contains the Notices on completed proceedings, the module "TKC Publications" contains reports of TKC such as the annual report or the communications report. "Publications of TKC Staff" denotes technical contributions in the field of business analysis, law, technology and economics.

In the so-called "top frame", i.e. the top part of the screen, next to the categories with context-specific "side frames" that contain the modules of the individual classes, there are some terms providing links to different types of useful information ("Surf Tools" and "Direct Links").

Apart from the "Search & Find" tool which allows for full text search across the entire web site, "Contact & Help" and "Sitemap" are additional services offered to the user. "Contact & Help" provides direct contact to the Web Master of TKC who will try to answer questions on the functionality of the web site as quickly as possible. "Sitemap" shows the structure of the web site and looks almost the same as the following Figure showing the web site structure of Telekom-Control.

Among the "Direct Links" are "Press Information", "Decisions" and "Consultations". This selection shall provide the surfer with direct access to the most topical issues dealt with on the web site.

To Telekom-Control it is a matter of great concern to keep pace with the dynamic development in the telecommunications markets that has been enabled by the liberalisation of the market and to meet the demands of information society in the best possible way. For TKC the web site is the optimum and most efficient medium because, considering the demands of the people for topicality, the Internet is by far superior to any other printed publication with regard to efficiency and cost/benefit relations. Therefore, the web site of Telekom-Control is the core of information supply to the public.
