According to Article 44 of the Telecommunications Act 2021 (TKG 2021) the Austrian Regulatory Authority for Broadcasting and Telecommunications (Rundfunk und Telekom Regulierungs-GmbH; RTR) had responsibilities regarding the security and integrity of networks and services in Austria. On the basis of the Austrian Strategy for Cybersecurity (ÖSCS) and the Austrian Programme for the Protection of Critical Infrastructure (APCIP), RTR took the initiative in 2017 and carried out a risk assessment for the telecommunications sector. To ensure the timeliness of the identified risks and the derived action recommendations, a regular reassessment was required.
From 1 October 2026, RTR, Telecommunications and Postal Services Division, shall conduct telecommunications sector risk analyses every two years in accordance with Art. 44 Par. 3 No. 1 of the TKG 2021, together with the Federal Chancellery, the competent federal ministries, the CSIRT, and operators of fixed and mobile networks. The results shall in each case be summarised in a final report and made available to the participating institutions. A redacted version accessible to the public shall be published on the RTR website.
In addition, RTR subjected the 2018 telecommunications industry risk analysis to a reassessment with regard to potential risks in connection with the introduction of 5G technology. The analysis was completed by RTR in June 2019.
